One Man Killed in West Carroll Parish Plane Crash

A plane crash Monday morning leaves family and friends mourning the loss
of a father, grandfather and friend in West Carroll Parish.
This is the second fatal plane crash in north Louisiana this year involving an experimental plane leaving family members mourning the lost of loved ones.
Around 9:00 Monday morning a single engine experimental plane crashed leaving 68 year-old Randy Capers dead. Capers is a retired well known farmer in Oak Grove.
He has been flying planes for over 30 years. Tuesday family members and friends gathered at Capers home remembering the good times they spend with him.
"I believe I can speak for his family when I say they want him to be remembered as outdoors-man that he was but there was a spiritual side too, he loved his God," said family friend Pastor Mike Howard. Caper lived in Oak Grove his whole life with strong family roots and a person to all.
"Randy was a family man he loved his family and his family loved him," said Howard.
Family members told NBC 10 news Caper was testing the plane before it crashed on the private runway a quarter mile behind his home.
The plane was a Ultralight Quicksilver GT 400.
Pilots are not licensed like a normal pilot. Ultralight pilots only require 10-15 hours of instruction to be qualified to fly.
Capers did have his pilot licenses for years but at the time of the crash his licenses was not up to date.
The cause of the crash is under investigation by the NTSB and FAA.
