After three months, the Arkansas Ethics Commission found probable cause that Huttig Mayor Tony Cole did violate the state's code of conduct when he allowed a city employee to do work on his private property without reimbursing the city for the expenses.

But, the commission says there will be no penalties against the city because there was no written policy established prior to the violation.

The commission is advising that Huttig put a policy in place regarding city employees working on private property using city equipment.

A penalty against the city could have cost between 50 and two thousand dollars in fines.
