West Monroe Mayor Dave Norris delivered what many believe was his first State of the City address Thursday and said the city continues to grow.
Mayor Norris used the speech to highlight things happening in the city.
The Rec center on 7th street, which has been closed for renovation, is expected to reopen in early March after $700,000 worth of improvements.
Norris says the city still has to deal with the rising cost of pensions that has already taken money out of the city's surplus.
