Now residents question if leaders can move forward.
Thursday’s meeting was supposed to be about appointing new leadership in Richwood.
But Richwood residents seemed worried as the board made decisions.
"Is it 54 thousand a year, that's his salary?" a member of the audience said during the meeting.
The board voted unanimously to appoint Mayor Pro Tem Simeon Profit as interim mayor.
But some residents questioned whether the board can even move forward without the governor.
"We want a good strong leader for this community because for the board, we've got to pick the board to work with one another. I don't believe in that," said Richwood resident Wysinger Cleveland.
Despite the controversy Profit says he's in charge unless the governor says otherwise.
"We have a lot of plans to continue our municipal buildings. We’ve got plans to finish our multi-complex building," said Profit.
Ed Harris was appointed as Profit's administrative assistant.
Harris is under investigation for malfeasance in office from when he served in 2008.
But profit didn't seem bothered.
"What about it, your asking me, has he been charged with anything yet, has he been charged with anything. What has he been charged with?"
Harris was brought in as a volunteer on Tuesday.
Now Profit says Harris will eventually be paid.
"Of course. You’re getting paid for your job aren't you? Well he'll be paid for his."
Harris stepped into the meeting briefly and one man questioned his presence.

Profit may be leader, but the board appeared confused where they go from here.
Profit is interim mayor at least for now.
It's still up to the governor to put a stamp of approval on the alderman's decision before the end of the month.
