The agenda for the Richwood council meeting states that members plan to discuss utility fees.

Linda Clark, "Who's really in charge, who is making the decisions? What's going on, we need to know the people need to know."

But that's not the only thing on peoples minds. Simeon profit is the interim mayor. But this is former mayor Ed Harris leading the board's discussion in their pre-meeting Which has many people, including board members, questioning his role.

Alderman Leo Kelly said, "Harris cannot referee this meeting."

Harris is working as profit's administrative assistant, making a salary of $35, 000 a year. All the while facing a charge of malfeasance in office for draining the town's funds in the final week of his term.

Interim Mayor Simeon Profit said, "He hasn't been convicted of anything, you can't deny a person work, I don't see any problem with it."

But some community and council members are taking issue with Harris' impact on the town's business.

Kelly said, "He is an employee, we are elected officials."

Most just came to this meeting to see how their town is moving forward. But the apparent confusion in leadership leaves them wondering whether anything's being accomplished at all.

Clark said, "We feel like our town is being shortchanged."
