NBC NEWS -- President Obama has signed into law a $9.7 billion bill to pay for flood insurance claims from Hurricane Sandy.

The law increases FEMA's borrowing authority.

The agency had warned that it would run out of money without extra funding from Congress.

The White House said that more than 100,000 flood claim payment would be delayed without the additional money.

Congress has promised a vote on a comprehensive Sandy aid package on January 15.
