City of Monroe Hires New Human Resources Director

The City of Monroe has hired a new Director of Human Resources.
Gail C. Ryan was hired to replace Mike Rhymes, who was fired in September 2011.

Mayor Jamie Mayo says, "We are excited to welcome Gail Ryan to our team as Director of Human Resources. Gail brings a wealth of experience in the HR field. We look forward to her introducing initiatives that will enhance our overall work environment, personnel training, and customer service."

Human Resources Director Gail Ryan adds, "I am delighted to be joining the City of Monroe as its Director of Human Resources. I look forward to working with the incredible group of dedicated men and women who admirably serve the residents of Monroe, and our visitors in so many different ways."

Gail Ryan, SPHR, has over 30 years of executive level and human resources work experience in diverse organizations. She has established human resources departments in four companies. As an example, Monro Muffler/Brake, Inc. was a family owned business with over 600 employees, and stores in four states when she was hired to start the HR department. The company grew in eight years, to 1,100 employes in 12 states and became publicly held. In addition, Ryan has created management training and staff development programs and taught the Society for Human Resource Management Learning Systems certification program.

Gail's first official day with the City of Monroe was Monday, February 4, 2013.

In an interview with KTVE/KARD, Rhymes said he was fired because of his investigation into the City of Monroe's Engineering Department and possible payroll fraud.

His investigation led into an investigation by the Legislative Auditor's Office. Their report was turned over to District Attorney Jerry Jones, who in turn asked State Police to investigate.
Their findings were returned to the District Attorney's office and remains under review.
