West Monroe Man Hit While Walking in the Road

The preliminary investigation revealed that a 2003 GMC Sierra, driven by 20-year-old Blake Burnett of West Monroe, was traveling west on Louisiana Highway 838 when it hit a pedestrian who was walking in the road.
The pedestrian, 71-year-old Charles Hemperley of West Monroe, sustained serious injuries and was transported to a hospital in Shreveport where he died.
Burnett was wearing a seat belt and did not report any injuries.
Alcohol use on the part of Burnett is not suspected. Alcohol use on the part of Hemperley is unknown. Toxicology samples were obtained and will be submitted for analysis. The investigation is ongoing.
Safety is a shared responsibility for all road users, including drivers and pedestrians. A majority of pedestrian fatalities, nearly 70 percent, occur at night. Pedestrians are encouraged to wear light colored clothing, reflective materials, and to carry a flashlight at night. Troop F has investigated 9 fatal crashes which have resulted in 11 deaths so far this year.
