MONROE -- Betty Blakes has defeated Juanita Woods 652-453 in the Monroe City Council District 3 runoff race.

All 18 precincts reported Blakes will replace Ellen Hill on the City Council.

Hill chose not to run for re-election. Blakes was won 40 percent of the vote on the November 6 election, with Woods coming in second, but in the final days of the race momentum appeared to be on the side of Woods.

She recently picked up some key endorsements from former council candidates, two sitting Ouachita Parish Police Jurors and Monroe Mayor Jamie Mayo.
